ABOUT THE SPEAKER:
Ali is an electronics engineer and holds an MBA degree specialized on international management. Ali also has a telecommunication marketing degree from INSEAD/France. Before joining Cisco, Ali was the director of commercial management in the Next Generation Networks division of Alcatel-Lucent in Belgium.
Prior to his appointment as General Manager of Cenrtral Asia, Ali Kuralkan has led the Service Provider in the Central Eastern Europe region. Ali has as 15+ years of ICT experience merging advanced technical, analytical, planning and project management proficiencies with the entrepreneurial vision necessary to elicit profitable product portfolios including strategic commercial management. He has experience developing new markets and products, and building strong business alliances globally. Ali is a customer-focused technical expert and has the inherent ability to establish and maintain profitable relationships with clients, team members, suppliers and contractors. Ali is acknowledged for pricing strategies, optimizing cost structures, pricing models customer services and has the ability to work internationally.
Based in Istanbul, Turkey, Ali Kuralkan is currently responsible for business operation of Azerbaijan, Turkmenistan, Kyrgyzstan, Uzbekistan, Tajikistan.

- UMTS:other patents have been formalized
In parallel, state-of-the-art education of young engineers at the master degree level and above in order to train them to the management, control, operation and tuning of wireless systems.

TITLE:
e-Government Development Framework - Strategy & Police.
ABSTRACT:
e-Government Standard Framework(hereinafter referred as to eGovframe) aims to provide a standardized set of software tools for developing and running e-Government applications in order to improve the efficiency of ICT investment and the quality of e-Government services. It focuses on improving the reusability and interoperability of e-Government applications by setting a standard framework for developing software of e-Government, ensuring the independency from IT companies by adopting open and neutral software tools and enhancing the competitiveness of IT SMEs by sharing the tools openly through the various channels.
This presentation introduces to e-Government Standard Framework for Developing e-Government System and deals with the strategy and policy for developing and using the framework government-widely.
ABOUT THE SPEAKER:
Eunju Kim, Ph.D. is a Director of e-Government Framework team at NIA in Korea.
She has researched on web standards, SOA, software framework, and developed several ICT Policies for Government.
She is a chair of OASIS Technical Committee on Web Services Quality Model and a chair of Technical Committee on eGovernment at WebKorea Forum.
Eunju received doctorate in computer science from Yonsei University.

TITLE:
UNESCO IITE. On the Way to Global Knowledge Society
ABSTRACT:
In line with UN policy UNESCO promotes the concept of knowledge societies that are inclusive, pluralistic, equitable and open. Information and communication technologies and the information society are both concerned with the creation, acquisition, sharing, dissemination, delivering, support and recognition of knowledge. ICTs are the means for providing access and achieving continuous learning necessary for successful participation of all social groups of population in the information society.
Given that the use of ICTs in and for education is now seen worldwide as both a necessity and an opportunity, this policy issue has been characterized as a high priority area for UNESCO as a whole. ICTs as a vehicle to enhance learning are the vast domain and according to the UNESCO biennium programme the following areas have been chosen to focus on:
- resources for teachers to use in face-to-face and distance education;
- training of various kinds, including teacher professional development;
- access to scientific and technical information;
- raising awareness and fostering learning on critical issues such as the environment and health.
ABOUT THE SPEAKER:
Professor Alexander Khoroshilov is a well-known scientist and specialist on mathematical modeling, statistics, applied informatics. He has over 35 years of professional experience in the fields of ICT and Education including that at the international level.
Prof. Khoroshilov is a Federal Expert on Education Quality, a member of several professional bodies and associations (IHEAS, EAIA, IAOE, EDEN), a member of Scentific-coordination Counsil of Ministry of Education and Sciences of Russian Federation, Interdepartmental Council on ICT Applications and Training, Scientific-methodological Council of Federal State Statistics Service.
Prof. Khoroshilov has multiple State awards and other ones including Honorary Higher Professional Education Worker of Russian Federation, Honorary Education Worker of Mongolia.
